The Infrastructure Resilience Team is part of the Planning and Sector Partnerships Unit which is responsible for developing and maintaining New Zealand's national emergency management planning framework and partnering with a wide range of stakeholders to build resilience across the 4R's of risk reduction, readiness, response and recovery in support of communities.Mō tēnei tūranga mahi | About this roleThe Senior Advisor, Infrastructure Resilience is responsible for:Developing and maintaining strategic national CDEM planning framework doctrine and guidance for lifeline utilities/critical infrastructure stakeholders.Supporting delivery of the lifeline utilities/critical infrastructure work programme with a strong focus on advocating for risk reduction, readiness, response and recovery practices in the infrastructure sector.Managing relationships with several Sector Coordinating Entities and associated stakeholders, such as, large companies and regulators.Working on the Lifelines function when the National Crisis Management Centre (NCMC) is activated.As NEMA is an operational agency, there may be a requirement to respond to emergency activations in the event of a national emergency response.
This may include potentially long hours and challenging working conditions, e.g.an emergency could occur at any time of the day or night and may require working shifts and/or working weekends.
NEMA provides thorough training prior to you being required to assist in a response.
NEMA will do all in its power to support staff in meeting their work and family responsibilities during an emergency.

Attributes of adaptability, agility, resilience and curiosity are all required on a daily basis, in and out of times of emergency response.Ko wai koe | About youWe are looking for a candidate with the following skills/attributes:A tertiary qualification in emergency management or related discipline OR an equivalent body of knowledge and experience.Experience in developing and implementing operational plansKnowledge, understanding and ability to interpret, develop and apply national policiesExperience in the development of strategic frameworks, national guidance and adviceExcellent communication skills, with an ability to review Cabinet papers, present/brief to various audiences, write useful guidance/advice and explain complex topics clearly.Experience coordinating/supporting project management environments, using project management methodologiesAbility to identify system improvements and seek opportunities to address these.Knowledge of the machinery of government- for example, roles of government departments and central agencies, cabinet processes, policy development and interagency coordinationKo wai mātou | About usThe National Emergency Management Agency (NEMA) provides national leadership to New Zealand's distributed emergency management system.
