Central RegionPermanent, full-time positionHealth New Zealand | Te Whatu Ora is firmly grounded in the principles of Te Tiriti o Waitangi and is committed to building a health system that serves all New Zealanders.About the RoleThe Regional Group Manager, Finance and Contracting, is the senior financial adviser for the regional PFO team with a scope similar to a CFO in terms of strategic commercial and financial advice.
The role will lead and ensure integration of the teams responsible for the financial management of the PFO budget, high-quality procurement processes (complex and simple) and the end-to-end contract lifecycle management, from development to sign off, in the region.The Group Manager is responsible for the overall finance functions of the regional PFO budget, including management reporting, audit support, budgeting, accounts payable and receivable.
The role is also responsible for overseeing the improvement of financially related internal controls and processes and ensuring that the financial analysts use common approaches for financial reporting, budgeting, and planning, as determined by the CFO.About the TeamThe Team is regionally based, with the Group Manager reporting to the National Lead, Finance & Contracting, who is based in the National Investment & Funding team.
The Group Manager will also have a dotted regional reporting line to the Regional PFO Director and Deputy CFO for the Central Region.This role requires the successful candidate to be based in the Central region.About youYou are a strategic financial leader with exceptional analytical and numerical acumen, known for delivering high-quality, timely financial reporting that drives informed decision-making.
With deep expertise in the funded sector, you bring a comprehensive understanding of end-to-end contracting and have successfully led complex procurement and probity processes. Your commercial insight enables you to think conceptually, anticipate long-term financial impacts, and craft responsive strategies in collaboration with key stakeholders.

Resilient and self-aware, you prioritise your wellbeing to maintain the stamina required for high-performance leadership.A relevant graduate or post-graduate qualification.Experience in implementing Te Tiriti o Waitangi in action.Chartered accountant with an up-to-date registration.At least 10 years' experience with senior financial team management, including financial forecasting, reporting, budgeting, and planning systems.At least 5 years' experience with procurement and contract management processes, or All of Government procurement rules.Strong analytical skills and relevant technical expertise demonstrated by success in leading work in budgeting, variance analysis and investment analysis.A thorough understanding of financial governance practices.Experience leading highly skilled, high-performing and engaged management and professional teams in a multi-faceted and demanding environment.Working for Health New ZealandHealth New Zealand | Te Whatu Ora is dedicated to ensuring excellent healthcare for the people of New Zealand.
