The Natural Resources team covers economic and financial policy matters relating to the environment, conservation, primary industries, and land information.The team leads the Treasury's economic and financial policy advice across a broad range of areas, with a focus on delivering the government's economic strategy and fiscal sustainability objectives.
There is plenty of scope to deliver these outcomes given the responsibilities of our agencies which include: The Department of Conservation
- manages 30% of New Zealand's land, is a major infrastructure and asset owner, a large recreation and tourism provider, is the lead advisor on biodiversity protection, and also has significant Treaty implementation obligations.
- is the lead advisor on New Zealand's food and fibre sector including agriculture, fisheries and forestry which are important contributors NZ's exports.
The Ministry for the Environment
- we work with MfE on resource management reforms, climate change policy, and waste minimisation.
We work alongside Treasury's climate change team on cross cutting issues in our votes with a focus on agricultural emissions and the role of forestry in meeting NZ's climate change targets.The positions are core roles in the Natural Resources team and involve responsibility for leading engagement with one or more of our agencies.
The roles involve analysis and advice on proposals with significant economic and fiscal impacts, financial management and budget responsibilities, strategic sector policy analysis, and supporting cross-cutting areas, particularly areas relating to our economic and fiscal strategy.Ō pūmanawa | About YouThis important work takes a special kind of person with a passion for making a difference and getting things done.
The specific skill set required for this position: Strong policy (or policy adjacent) background in the public sector, with excellent relationship management skills A background in economics is preferred for the Senior Analyst role, and would be helpful for the Analyst role Excellent written and verbal skills with the ability to communicate complex issues and concepts clearly, succinctly and with influence to a range of audiences An understanding or appreciation of financial management work and Treasury's fiscal policy role Aptitude for critical thinking and strong analytical ability Ability to manage a varied workload, work at pace, and deal with ambiguity Ability to work independently and as part of a team Experience advising Ministers or senior stakeholdersAs a signal, we would expect individuals applying for the Analyst roles to have upwards of 2 years' relevant experience in the public sector or elsewhere, and people applying for the Senior Analyst roles to have at least 5 years' experience.
For Senior Analysts a background in economics is preferred as Senior Analysts are expected to drive the team's contribution to delivering the Government's economic strategy.There is an expectation that Senior Analysts have experience in leading projects and delivering through others (e.g.
