This pivotal role will help shape the future of our online services and data systems.What we doAt the Parliamentary Counsel Office (PCO) we work with government agencies to draft and publish legislation for New Zealand.
If the Government wants to create, remove, or update a law, we draft the Government Bill that gets debated and voted on at Parliament, and we then publish the resulting law on the NZ Legislation website. Ultimately, we serve the people of New Zealand by working hard to produce law that is easy to find, use, and understand.The PCO's digital services are in an exciting period of growth and change.

We are redeveloping the NZ Legislation website, adopting agile working processes, and exploring the use of AI and other emerging technologies - all towards the kaupapa of improving access to NZ legislation.Find out more about this mahi.About the roleThis is an exciting new role at the PCO and you'll be joining the new Online Channel team in the Access and Digital Services group.Reporting to the Online Channel Manager, you'll apply your technical expertise and passion for digital innovation to lead the development of our digital services.

You'll work closely with vendors, government agencies and end users, to deliver impactful digital services and data solutions. As Technical Lead you'll:manage the technical systems that drive PCO's online servicescollaborate with the Product Manager Online Channel to manage the development mahi of our vendordefine user stories, prioritise the backlog, set acceptance criteria for features and bug fixes, and conduct user acceptance testingconfigure pipelines for gathering data from external agencies to deliver PCO's new secondary legislation service, and provide technical advice on data aggregationoversee testing, release and performance of our data aggregation technology, Supplejack, and related systemsdevelop technology roadmaps and lead R&D for online services including data modeling, search and emerging technologiesmaintain technical documentation for all system componentscoordinate the development of public APIs and data servicesensure that PCO's online channels meet high standards for performance, reliability and securityrespond to incidents and guide root cause analysis and resolution.What you'll bringa passion for open access information, data services and digital servicesproven experience leading technical development of data-driven websitesproficient in XML, REST, Ruby on Rails (or equivalent), with the ability to script in JavaScript or Pythonfamiliarity with ETL pipelines, content management systems, AWS infrastructure, APIs and authentication is an advantagestrong business analysis capabilities, including requirements gathering and user story developmentexcellent communication, stakeholder engagement and relationship building skillsdetail orientated with sound judgment and a continuous improvement mindsetfamiliarity with legislative technology, legal or publishing sectors is an advantage.Our cultureLocated across the road from Parliament, PCO offers you a fascinating insight into Aotearoa's legislation.
